Regular Meeting Minutes
Tuesday, December 17, 2024
President Mike Montemurno called to order the meeting and on ZOOM of the Delray Villas Plat 4/5 HOA Board of Directors on Tuesday, December 17, 2024, at 7:30 PM in the “B“ Building with the Pledge of Allegiance and a moment of silence for our departed family, friends, neighbors, and service members.
Attendance
The following Directors were present: Mike Montemurno, Bill Yesowitch, Sheila Lane, Dianne Stevens, Alan Rossman, Rick Mancini, Hope Greenblatt, Ruth Mirailh, Betty Hillier, and Nancy Grasso.
Secretary’s Report
Secretary Dianne Stevens read the minutes of the November 12, 2024, HOA regular business meeting. The minutes were accepted from a motion by Rick Mancini and seconded by Alan Rossman. All directors were in favor.
Treasurer’s Report
Treasurer Sheila Lane reported that there are ten owners who have not paid HOA dues. Seven owners are one quarter past due and three owners are 6 months behind. Those have been referred to the attorney. As of December, our budget surplus is $50,000. The Treasurer’s report was accepted from a motion by Ruth Mirailh and seconded by Dianne Stevens.
Committee Reports
Alliance: Alan Rossman reported that PBSO reminded us not to leave anything in our cars and be alert shopping in the malls. Palm Beach County Fire Department reminded us to be careful with candles and any kind of heating equipment in our homes. Encompass Insurance gave a presentation stating that the insurance rates have stabilized. Our insurance rates won’t be going up for the next couple of years but they will not be going down either.
Interviews: Bill Yesowitch reported that there were two interviews. Both were rentals. Both were approved and one is moving in in February. No further interviews over the holiday season until January 6, 2025. Regarding the state requirements in the Corporate Transparency Act, a list of board members is required as well as addresses, etc. which we will comply with by the date requested.
Architectural: Alan Rossman reported that 11 applications were reviewed. All were accepted. One ACC meeting is scheduled on January 13, 2025.
Inspections: Ruth Mirailh reported the inspection committee will be doing new inspections in the beginning of next year. She stated that if you know that your home is in need of repair to please do it
Maintenance, Lakes, & Ponds: Mike reported that the lakes and ponds are okay. The pumps are fine.
Roads and FPL Lights: Rick Mancini reported that the roads are good. He is tenaciously working on getting the FPL lights fixed in the community. However, all he is getting is numerous excuses.
Lollipops and Carriage Lights: Rick Mancini reported that he is waiting until after the holidays to see which homes have a lollipop or carriage lights out. He has parts for them. Call him if you need help.
Rec Board: Pat Lazaroff reported the next Rec Board meeting is tomorrow night Wednesday December 18th. We are selling tickets for New Year’s Eve, please come. Lynne Cohen reported that they had a wonderful turn out for Karaoke/Sing-along party on Sunday. Camille reported that the trees were taken down outside this building because the roots were growing through the asphalt. The pool doesn’t have a leak. The heater is now fixed because the hose broke.
That’s What Friends are for: Noel reported no storms, no problems
Citizens on Patrol: Lloyd Lukens spoke in remembrance of Jean Saunders, a member of the COPS, who recently passed away. She had difficulty walking but she was out there every Sunday for 3 hours. She will be missed. Mike extended to Lloyd and the COPS how we in Plat 4/5 really appreciate what they do.
Website: Betty Hillier reported there was a slight glitch this month but between her and Alan, they got it figured out and so all the forms are now online.
Plat Chat: Hope Greenblatt reported that Plat Chat is ready for January but they would like articles for February.
Distribution: Harvey Lazaroff reported that everything is going well. He is looking for some volunteers for distribution who would be backup for anyone who is away or sick.
We Care: Paul Mirsky reported that We Care has been relatively quiet for months. We Care is in good shape.
Welcoming Committee: Pat Lazaroff reported that they have finally caught up with everyone who is living at that address.
Old Business
New Signs Update: Mike reported that the Board will be discussing making fewer than five signs which would cost us over a hundred thousand dollars. We will also be discussing starting our own landscaping division, so in order to do that we need to cut back on the signs.
New HOA Dues: Mike reminded everyone that the HOA dues are going up starting in January 2025 to $810/quarter.
New Business
Vote Now: Mike reported the Plat 4/5 results from Vote Now showed that 52.34% voted. That is 257 owners out of 491. Candidates who are going to be seated on the 4/5 Board of Directors are Rick Mancini, Maggie Bogner, and Tom Rudolph. Mike also reported the Plat 4/5 results for our Rec Board Representatives. Vote Now reported 51.53% or 253 owners voted out of 491. Candidates who will representing us are Lynne Cohen and Mark Cafiero
Adjourned for Reorganization Meeting: The meeting was adjourned at 8:03pm with a motion from Bill Yesowitch and seconded by Alan Rossman.

Reorganization Meeting Minutes of December 17, 2024
The Reorganization Meeting 2025 began at 8:05pm. Immediately following the announcement of the election results, the Board prepared to elect Officers for its 2025 term. The reorganization meeting is an open meeting as directed by state law. Secretary Dianne Stevens opened the reorganization meeting for the election of the Executive Board Officers.
Secretary Dianne Stevens opened the election of officers requesting nominations for President. On a motion from Bill Yesowitch and seconded by Rick Mancini, Mike Montemurno is nominated for the office of President. Mike stated he would accept the position if elected. Hearing no further nominations, Mike Montemurno is unanimously elected President.
President Montemurno took over the election process and requested nominations for Vice President. On a motion from Nancy Grasso and seconded by Ruth Mirailh, Bill Yesowitch is nominated for the office of Vice President. Bill stated that he would accept the position if elected. Hearing no further nominations, Bill Yesowitch is unanimously elected Vice President.
President Montemurno requested nominations for Treasurer. On a motion from Ruth Mirailh and seconded by Dianne Stevens. Sheila Lane was nominated for the office of Treasurer. Sheila stated that she would accept the position if elected. Hearing no further nominations. Sheila Lane is unanimously elected Treasurer.
President Montemurno requested nominations for Secretary. On a motion from Betty Hillier and seconded by Alan Rossman, Dianne Stevens is nominated for the office of Secretary. Dianne Stevens stated that she would accept the position if elected. Hearing no further nominations. Dianne Stevens is unanimously elected Secretary.
The reorganizational meeting was adjourned at 8:10pm from a motion by Dianne Stevens and seconded by Betty Hillier.
