Regular Meeting Minutes
Tuesday, April 9, 2024
President Mike Montemurno called to order the meeting and on ZOOM of the Delray Villas Plat 4/5 HOA Board of Directors on Tuesday, April 9, 2024, at 7:30 PM in the “B“ Building with the Pledge of Allegiance and a moment of silence for our departed family, friends, neighbors, and service members.
Attendance
The following Directors were present: Mike Montemurno, Bill Yesowitch, Dianne Stevens, Alan Rossman, Rick Mancini, Ruth Mirailh, Hope Greenblatt, Betty Hillier, and Nancy Grasso. Sheila Lane was excused.
Secretary’s Report
Secretary Dianne Stevens read the minutes of the March 12, 2024, meeting. The minutes were accepted from a motion by Bill Yesowitch and seconded by Ruth Mirailh. All directors were in favor.
Treasurer’s Report
Bill Yesowitch read the treasurer’s report. He stated that everything looks good except we are running a small deficit of about $27,000. However, we have money coming in next month. There are three homeowners with past due payments of 6 months. We will be handing them over to the attorney. The treasurer’s report was accepted from a motion by Rick Mancini and seconded by Nancy Grasso. All directors were in favor.
Committee Reports
Alliance: Alan Rossman reported that the Palm Beach Sheriff’s office says crime is down. They provided us with a sign to remind residents to remove valuables, take your keys, and lock your car doors. Karen Brill spoke from the Palm Beach school district. They are putting metal detectors in all high schools and probably the Middle Schools. She also reiterated that no books were banned in PBC schools.
Interviews: Bill Yesowitch reported that there were five interviews: one was completed; two will be done this Thursday; and two will be completed next Thursday. Three purchases, one was a rental and one was an inheritance. Bill also reported regarding the microphone. He spoke with our attorney that morning and we still have not gotten a response from the Rec Board to our last communication. He asked them to contact the Rec Association’s attorney to see whether or not they are going to comment and if not, we will take further action.
Architectural: Alan Rossman reported that 24 applications were reviewed. All were approved. Alan asked that if you take the paint charts, please return them as soon as possible. Mike suggested Alan have a sign out sheet.
Inspections: Ruth Mirailh reported that all the inspections have been done and the letters have been sent out. We will be starting re-inspections in 30 days. Mike reminded us that Ruth is the chair of the inspection committee and is a point person to contact if you have questions. It was the entire committee that went out and inspected the homes.
Maintenance, Lakes, & Ponds: Mike reported that we are looking good. The murky water is due to the district changing water levels.
Roads and FPL Lights: Rick Mancini reported that the roads are good. Presently the FPL equipment is not getting produced as quickly as they would like. If a streetlight is out, it wouldn’t hurt if you report it on line.
Lollipops and Carriage Lights: Rick Mancini reported that there were 9 lollipops/carriage lights that need attention in the community.
Rec Board: Pat Lazaroff reported the next Rec Board meeting is on Wednesday, April 17, 2024, at 7:00pm in the Viking Room. Tai Chi Quan classes are going well. There is presently a waitlist. Letters and ballots are out and the document voting ends May 17th. Camille reported that the pool will hopefully be open tomorrow morning.
That’s What Friends Are For: Noel Gordon reported that the block captains will be patrolling their respective areas for parked cars and impeded traffic on Saturday, April 20, 2024, for the Garage Sale in the community.
Citizens on Patrol: No report.
Website: Alan Shwartz reported that everything is running good so far. The community channel and the meeting video have links on the website. Alan will put the names and color numbers of the ACC paint charts on the website also. There were 23 people on Zoom that night.
Plat Chat: Hope Greenblatt reported that they are working on the May issue. Please submit any pictures you have from the Meet and Greet party. Plat Chat needs articles on Mother’s Day and Memorial Day for the May issue.
Distribution: Harvey Lazaroff reported that everything is fine.
We Care: Rick Mancini reported that there were three shower chairs, four walkers, and a couple of wheelchairs out.
Welcoming Committee: Pat Lazaroff reported that her committee will be distributing baskets soon.
Old Business
Breezeline: Mike reported that Breezeline has been working out some kinks with the new boxes. Camille is working to get larger remotes. Camille reported that we will have videos made up on how to use the remote and how to get MAX on your televisions, etc. There will be tutorials that we will show on the TV in the Viking Room. Dates are forthcoming.
Garage/Driveway Sale: Delray Villas Plat 4/5 will hold a garage/driveway sale on Saturday, April 20, 2024, from 9:00am to 3:00pm. This sale will be held in each resident’s driveway if you wish to participate. We are using any free advertising available. Noel Gordon will be handling block captains for parking and keeping streets clear for emergency vehicles. Alan Kaplan will be doing signs. Mike gave the fire department permission to clear the roads if any vehicles are impeding traffic.
Alligator Alert: Mike reported that we are still on alert for the alligator because Alligator Matt has not caught him yet.
April 6th Meet Your Neighbor Party: The HOA board of directors hosted a Meet and Mingle Party for Plat 4/5 residents on Saturday, April 6, 2024, in “A” Building from 7-11pm. The event was a great success, so the board has agreed to host other events either annually or biannually.
New Business
Car Parking: Mike reported that there are more issues with a few residents having guests at their homes with the visitors parking on the streets improperly. We have asked a few residents to come in front of the board. We have had two no shows. We’ll send another letter and then the fines will start.
Good and Welfare: Good and Welfare issues were discussed during the meeting. Some of the topics were the need for tutorial videos for Breezeline remotes and MAX. The need to read the rec board documents was also brought up in order to ask questions at next Wednesday’s meeting.
Adjournment: The meeting was adjourned at 8:12pm with a motion from Bill Yesowitch and seconded by. Alan Rossman.
