DELRAY VILLAS PLAT 4/5 HOA

President Mike Montemurno called to order the regular meeting and on ZOOM of the Delray Villas Plat 4/5 HOA Board of Directors on Tuesday, December 20, 2022, at 7:30 PM in the “B“ Building with the Pledge of Allegiance and a moment of silence for our departed family, friends, neighbors, and service members.

Attendance

The following Directors were present: Mike Montemurno, Bill Yesowitch, Sheila Lane, Dianne Stevens, Russ Mayer, Debbie Willson, Alan Rossman, Rick Mancini, Don Daugherty, Marguerite Gregorio, and Ruth Mirailh.

Secretary’s Report

Dianne Stevens read the minutes of the November 15, 2022, meeting. The minutes were accepted as read from a motion by Sheila Lane and seconded by Alan Rossman. All directors were in favor.

Treasurer’s Report

Sheila Lane reported that there are 5 HOA dues past due one quarter. Coupon booklets were mailed out today. There will be no fines if payments are late due to the late mailing. She also stated that the HOA dues beginning in January 2023 will be $648 per quarter. The treasurer’s report was accepted from a motion by Debbie Willson and seconded by Marguerite Gregorio. All directors were in favor.

Committee Reports

Alliance:  Rick Mancini reported that there is a slow down on building in the agricultural reserve. The extension of West Atlantic has been postponed because no one wants to be responsible for possible broken water pipes. The sheriff’s department is monitoring social media for scheduled hot wheels races.  The Fire Department continues to be very busy in our area.

Interviews & 55 Plus: Bill Yesowitch reported that this month there were three interviews and all were approved. There are two interviews scheduled for 2023. There were 33 sales and 3 annual rentals in 2022.

Architectural:  Debbie Willson reported that seventeen applications were reviewed. Seventeen have been approved. Thirteen were completed.

Inspections: Alan Rossman reported that Inspections have been completed. Letters are going out.

Maintenance, Lakes, & Ponds:  Russ Mayer reported that there is still a major problem with white flies on the outside hedges of Delray Villas. They have not trimmed the hedges because we are waiting for new growth before we do. The lakes are good. If you need your sidewalk power washed, please wait as we will be power washing the entire community very soon with Bernie’s rig.

Roads and FPL Lights: Rick Mancini reported that all roads are good. FPL is having problems with two lights in need of repair.

Lollipops and Carriage Lights: Rick Mancini reported eight lollipop lights were out. If your light is out, he will try to fix it for you. Give him a call.

That’s What Friends Are For:  Noel Gordon reported all is fine. A letter will be in the January issue of Plat Chat looking for volunteers if and when a hurricane is in the forecast for our area. So far, we have seven volunteers but we need more.

Citizens on Patrol: No report.

Website, 590, 591: Alan Shwartz reported that everything is good. The community channel 590 is working fine. The video channel 591 will be showing our monthly HOA meeting but not all month long. The website now has the drone video and stills.

Plat Chat: Camille Montemurno reported that the Plat Chat for January is done and will be distributed January 2nd or 3rd.

Distribution: Harvey Lazaroff reported that everything is good.

We Care: Rick Mancini reported We Care has lent out two wheelchairs and one walker.

Welcome Committee: Pat Lazaroff reported that they went out last week and distributed welcome baskets to our new residents who appear to be now living in the homes.  They still have a few to get done.

Old Business

Maintenance Shed: The maintenance shed is up and installed. It will be inspected soon.

Power washing equipment: The power washer is bought and paid for and will be available soon.

The Diamond Event: Mike explained the board approved the events, why we do it, and how we pay for it.

AT&T update: Mike reported that AT&T will no longer be pursuing Delray Villas 4/5 any longer after seeing our documentation.

Court Case update: Bill Yesowitch reported that Delray Villas 4/5 has won financial costs for this case which will be determined after the parties sit down and work out a deal. If not, the judge will make the final decision.

HOA Fees: The HOA fees will be $648 beginning January 1, 2023.

Home Fraud:  Rick Mancini reported that the January Scam/Fraud seminar will be held on Saturday, January 14, 2023, in the Viking Room, “B” building at 1:00pm. The topic is “How to avoid and what to do if involved in a Scam or Fraud”. This seminar will be open to all the Plats with an invitation from Mike to all Plat presidents. Rides will be made available for our elderly residents.

New Business

Parking on Dusenburg and LaSalle Roads: Do not block roads or driveways. These are county roads and sidewalks. You will be ticketed by the Sheriff’s Department.

Feeding the squirrels: This has gotten as bad as feeding the ducks . We are asking the community first. If this continues, we will have to handle this situation the same as the ducks, with fines.

Breezeline Calls: If you are having any problems with your Breezeline, call Breezeline first yourself; get a ticket number, and ask them to come out to your home. If it is longer than 48 hours, call Mike right away.

Overnight Parking:  No overnight parking or you will be ticketed. If you have overnight guests call Mike to let him know and you will not be ticketed. Parking on any of our streets must not block emergency vehicles from getting through or they will make their way through.

HOA Vote Now: Sheila Lane announced the results of the election for the 6 positions on the HOA board. The winners/terms are Mike Montemurno/3years, Don Daugherty/3years, Dianne Stevens/3years, Alan Rossman/3years, Ruth Mirailh/2years, and Hope Greenblatt/1year. Patti Lazaroff and Lynne Cohen will represent Plat 4/5 on the Rec Board.

Good and Welfare: The meeting went into Good and Welfare at 8:30pm

Adjournment: The meeting was adjourned at 8:35 pm with a motion from Rick Mancini and seconded by Alan Rossman.
