Regular Meeting Minutes
Tuesday, February 14, 2023
President Mike Montemurno called to order the regular meeting and on ZOOM of the Delray Villas Plat 4/5 HOA Board of Directors on Tuesday, February 14, 2023, at 7:40 PM in the “B“ Building with the Pledge of Allegiance and a moment of silence for our departed family, friends, neighbors, and service members.
Attendance
The following Directors were present: Mike Montemurno, Bill Yesowitch, Sheila Lane, Dianne Stevens, Russ Mayer, Debbie Willson, Alan Rossman, Rick Mancini, Don Daugherty, Ruth Mirailh, and Hope Greenblatt.
Secretary’s Report
Dianne Stevens read the minutes of the January 10, 2023, meeting. The minutes were accepted as read from a motion by Rick Mancini and seconded by Ruth Mirailh. All directors were in favor.
Treasurer’s Report
Sheila Lane reported there are 10 homes with past due HOA dues. There will be a new reserve account added for the hedges called Landscape/Signage. The treasurer’s report was accepted from a motion by Ruth Mirailh and seconded by Alan Rossman. All directors were in favor.
Committee Reports
Alliance: Rick Mancini reported the meeting this month focused on Getting to Know PBC. There was information on how to get house permits, scam organization, etc. Information will be in the Plat Chat. PBC will have a Scam/Fraud Seminar, similar to ours, on March 16, 2023 from 1-3PM at the South County Civic Center. Detectives will speak about financial crimes and gift cards.
Interviews & 55 Plus: Bill Yesowitch reported that this month there was one interview and nothing pending.
55 Plus is good.
Architectural: Debbie Willson reported that fourteen applications were reviewed. Thirteen have been approved. One was denied. Three were completed.
Inspections: Alan Rossman reported that trash can inspections were done this month and twenty-six letters went out.
Maintenance, Lakes, & Ponds: Russ Mayer reported that the lakes, canals, and ponds are all good. Change forms will be moved from Russ’s front porch back to the mailbox at the Rec center parking lot. Fill out the paperwork or the work will not get done. You will get a copy back when they are done doing the work. If there are no forms in the mailbox, call Mike at 954-658-7295.
Roads and FPL Lights: Rick Mancini reported that all roads are good. There are still two open tickets with PBC. Rick will follow up with PBC.
Lollipops and Carriage Lights: Rick Mancini reported that there were thirteen lollipop lights out. Letters are going out. If your light is out, he will try to fix it for you. He has some parts that you can reimburse him for.
That’s What Friends Are For: Noel Gordon reported all is fine.
Citizens on Patrol: No report.
590 and 591: Alan Shwartz reported that everything is good. A sketch for the banner has been chosen.
Website: Don Daugherty reported that the website is up and running.
Plat Chat: Hope Greenblatt reported that everything is fine. The March issue is ready to go. We need new people to submit articles.
Distribution: Harvey Lazaroff reported that everything is good.
We Care: Paul Mirsky reported that one wheelchair was given back. Rick Mancini said we need more shower chairs.
Welcoming Committee: Pat Lazaroff reported that we are up to date. Mike told Pat that Amy Kaplan will be a new addition to the welcoming committee.
Rec Board: Tony Costa reported that everything is okay. Mike brought up to Tony that there exists a safety issue with stones being thrown onto the sidewalk which could cause our Plat 4/5 residents to fall. Tony said it will be taken care of. Patti Lazaroff said that the next Rec Board meeting is Wednesday, February 15, 2023. She also reported that some of the TV’s in the exercise room are still having problems.
Old Business
Power washing equipment: The power washer rig is still in the works.
Trash receptacles: Trash receptacles must be concealed or in your garage. Alan and the inspection committee are still going around.
Server: The new server is up and running.
Riding Bikes on Sidewalks: A reminder: Please ride your bikes on the street and not on the sidewalk. Keep our resident’s safety in mind.
New Business
Safety Issue: Please do not go through people’s property to cut through the bushes and the gate to Publix. Mike is strongly suggesting that, for your safety, please stop it. That is an accident waiting to happen.
Dogs: The board has tried very hard to enforce the community’s rules and regulations regarding dogs. For the best interest of the residents, we have a twenty-pound rule to keep people from being knocked over by large dogs. We now are dealing with Emotional Support Dogs. You do not need a large dog to be an ESA dog. We are asking you to keep your dogs within the twenty-pound rule, for the safety of all our residents.
Website: The website states that the board does not accept phone calls after 5:00pm. Mike said he is always available to call him ANYTIME. Leave a message and he’ll get back to you. Bill does not accept calls on Saturday. Most of the board members do and will accept phone calls anytime.
Corporate Annual Report: Bill Yesowitch reported that the corporate annual report has been filed.
FPL: Mike told Russ that the hole where the FPL pole was, needs to be filled in and covered with bushes.
New Board Committees: The new board committee assignments will be in the March issue of Plat Chat. ACC applications will now be picked up at the home of Mike Montemurno 13952 Packard Terrace.
Rabies Updates: Dianne Stevens reminded residents that there are twenty residents whose dog rabies vaccinations are not up to date. There is a form in the February issue of Plat Chat. Please attend to this immediately for the safety of our pets and our residents.
Good and Welfare: No good and welfare.
Adjournment: The meeting was adjourned at 8:20 pm with a motion from Bill Yesowitch and seconded by Ruth Mirailh.
