Regular Meeting Minutes
Tuesday, February 11, 2025
President Mike Montemurno called to order the meeting and on ZOOM of the Delray Villas Plat 4/5 HOA Board of Directors on Tuesday, February 11, 2025, at 7:37 PM in the “B“ Building with the Pledge of Allegiance and a moment of silence for our departed family, friends, neighbors, and service members.
Attendance
The following Directors were present: Mike Montemurno, Bill Yesowitch, Sheila Lane, Dianne Stevens, Alan Rossman, Betty Hillier, Nancy Grasso, Tommy Rudolph, Maggie Bogner and Ruth Mirailh
Secretary’s Report
Secretary Dianne Stevens read the minutes of January 14, 2024, HOA regular business meeting. The minutes were accepted from a motion by Sheila Lane and seconded by Rick Mancini. All directors were in favor.
Treasurer’s Report
Treasurer Sheila Lane reported that 15 owners’ dues are past due this quarter. There are five who have been more than six months past due, they are with the attorney. The Treasurer’s report was accepted from a motion by Ruth Mirailh and seconded by Nancy Grasso. All directors were in favor.
Committee Reports
Alliance: Alan Rossman reported that the PBSO said that West Atlantic is being cleared out. Please bear with the backup problems. Palm Beach County Fire Department reported that Delray Beach is number one in the district for customer service. Karen Brill, Palm Beach County School Board Chair, said that free school lunch will not be discontinued because schools have paid a year in advance for free lunches. The children will be getting free lunches this year, not sure about next year. Also, the schools are not allowing outside forces to remove children from school. Rick Mancini had the opportunity to meet with FPL’s external affairs manager, Amy Kemp, regarding our FPL lights. She has helped us tremendously in getting our FPL lights fixed.
Interviews: Bill Yesowitch reported that there were two interviews. Both were approved. There will be an interview next week for a double closing next month. Our annual report has been filed with the state. The board has already begun certification as required by the state.
Architectural: Alan Rossman reported that 5 applications were reviewed. All were accepted. Thank you for remembering to return paint charts so that the next person can have them.
Inspections: Betty Hillier reported the inspections have been completed and 58 letters have been sent out to homeowners asking them to complete the necessary repairs on the outside of their homes. Homeowners will have two months to complete the work: (60 days) for driveways and three months (90 days) for house painting.
Maintenance, Lakes & Ponds: Mike reported that the lakes and ponds are in good shape.
Roads and FPL Lights: Rick Mancini reported that the roads are good. He reported during his Alliance report about the FPL lights
Lollipops and Carriage Lights: Tommy Rudolph reported there were 16 lollipops/carriage lights out. Letters will be going out.
Rec Board: Lynne Cohen reported some of the activities and seminars coming up in February and March. Mark Cafiero reported the heater was replaced on the pool last month. Please put back chairs and close umbrellas. The gym now has Alexa. Camille Montemurno reported that the maintenance crew and Ritter have fobs for the clubhouse. The outdoor porta potty will be removed from the parking lot. The pickleball court bids are out.
That’s What Friends are for: Noel reported no problems.
Citizens on Patrol: No report
Website: Betty Hillier reported that Alan and she are working to put the budget and the monthly financial reports on the website. There were 32 people on ZOOM.
Plat Chat: Ruth Mirailh reported that she is looking for articles you are interested in for the March Plat Chat.
Distribution: Alan Rossman reported that everything is going well.
We Care: Paul Mirsky reported that Sam Fleishman gave out a shower chair and a four-prong cane in January which were returned. Rick also added that a knee wheelchair went out and a walker was donated.
Welcoming Committee: Maggie Bogner reported that she and Nancy Grasso are setting up some new baskets and will be going out within the next two weeks.
Old Business
New Signs Update: Mike reported that he signed the new sign application for the permits. It is going to take a while but the process has started.
Dogs: Dianne Stevens reminded homeowners who have pets to follow the state law and our HOA rules by updating their pet’s rabies vaccine when told by their vet. She has sent out a total of 11 emails/letters to those who are severely past due from last year and are past due from the beginning of this year. If they do not respond after receiving the letter they will be asked to make a board appearance in March. If you have gotten a new pet, that pet must be registered in this Plat as soon as possible.
New Business
Landscaping Division: Mike reported that we have the numbers of how much it will cost to start up this project. He compared the cost of contracting our landscaping services and how much it would save us, in the long run, by having our own landscaping division. He also talked about financing the equipment startup instead of tapping into the reserve account.
Meeting with the Rec Board: Mike reported that our meeting with the Rec board and all the Plats executive officers did very well. They discussed with us their vision, the facilities available to us, and the improvement to these facilities that need to be made. They spoke of an assessment in order to accomplish the renovation and improvements that they need to make. All those present agreed to the recommendations for fixing what needs to be fixed after 20-30 years of neglect. Also at the next Rec Board meeting, Mike also said that Plat 4/5 will be proposing a fourth representative on the Rec Board, seeing we are contributing 44% to their Rec budget.
Good and Welfare: Young people living in the community with their parents need to be interviewed. Owners with people visiting longer than 30 days must let the HOA know. A one-time fee of $250.00 to new homeowners with a pet was suggested. Comparison photos could be put in Plat Chat as to the correct and not correct way of parking on our streets. Todds excessive speeding in the community needs attention.
