Regular Meeting Minutes

Tuesday, January 10, 2023

President Mike Montemurno called to order the regular meeting and on ZOOM of the Delray Villas Plat 4/5 HOA Board of Directors on Tuesday, January 10, 2023, at 7:30 PM in the “B“ Building with the Pledge of Allegiance and a moment of silence for our departed family, friends, neighbors, and service members.

Attendance

The following Directors were present: Mike Montemurno, Bill Yesowitch, Sheila Lane, Dianne Stevens, Russ Mayer, Debbie Willson, Alan Rossman, Rick Mancini, Don Daugherty, and Hope Greenblatt. Ruth Mirailh was excused.

Secretary’s Report

Dianne Stevens read the minutes of the annual meeting and the reorganization meeting of December 20, 2022. The minutes were accepted as read from a motion by Bill Yesowitch and seconded by Alan Rossman. All directors were in favor.

Treasurer’s Report

Sheila Lane reported there are 2 HOA dues, late from last quarter. There was no report for this quarter because the checks are just coming in. The treasurer’s report was accepted from a motion by Bill Yesowitch and seconded by Debbie Willson. All directors were in favor.

Committee Reports

Alliance:  Alan Rossman reminded us to keep your cars locked and that the Sheriff’s Dept is continuing to monitor for speeding. The fire chief reported over 5000 calls were made in December. Rick Mancini reported the following events: February 1st “Putting a Face on Local Government”, 9-12 at the Civic Center. On February 3rd “Veterans Benefits Fair” at the Civic Center. On Saturday, January 14 our “Scam and Fraud Seminar” will be held at 1:00pm in the “B” Building Viking Room. This alliance meeting featured “Getting to Know the Mayor”. The PBC Mayor Greg White, who is our mayor, spoke about area improvements. Rick also reported that the housing bond was approved for revolving loans for the construction of affordable housing. The Sheriff’s Dept and the Emergency Care Vehicles are now carrying NARCAN and providing mental health personnel.

Interviews & 55 Plus: Bill Yesowitch reported that this month there were three interviews and two were approved. 

Architectural:  Debbie Willson reported that fifteen applications were reviewed. Twelve have been approved. Three were denied. Eleven were completed.

Inspections: Alan Rossman reported that Inspections have been completed. The new inspections will be starting again soon.

Maintenance, Lakes, & Ponds:  Russ Mayer reported that the lakes, canals, and ponds are all good. They have completed spraying the lawns for weeds. Watch for the white flags for pets. The outside hedges are being trimmed.  Because they are thin, they are only trimming the dead areas. Mike suggested that we only trim the tops from now on. It will be too expensive for us to replace the hedges with new hedges or fencing if these hedges die.

Roads and FPL Lights: Rick Mancini reported that all roads are good. We are still waiting for FPL to fix the lights, in need of repair.

Lollipops and Carriage Lights: Rick Mancini reported eight lollipop lights were out. If your light is out, he will try to fix it for you. Give him a call.

That’s What Friends Are For:  Noel Gordon reported all is fine. 

Citizens on Patrol: No report.

590, 591: Alan Schwartz reported that everything is good. Mike asked Alan to make a banner saying Delray Villas Plat 4/5 for our new “Morning Show”. Twenty-three people were on ZOOM.

Website: Don Daugherty reported that we are ready to go whenever Mike says to go live.

Plat Chat: Mike’s name will be replaced with Hope’s. Hope Greenblatt reported that the February issue will focus on scams. She also said that if you would like to submit articles, etc. for Plat Chat, they will be greatly appreciated.

Distribution: Harvey Lazaroff reported that everything is good.

We Care: Paul Mirsky reported that We Care has lent out two wheelchairs and one shower chair.

Welcome Committee: Pat Lazaroff reported that all the welcome baskets have been delivered except one person on Whippet Way West.

Rec Board:  Tony Costa reported that Alan Shwartz took care of the phone system, new signs, and new phones. We lowered the bill for Comcast and replaced the TVs in the gym with Breezeline. A new motor was put into the Jacuzzi.  Patti Lazaroff said that the next Rec Board meeting is Wednesday, January 18, 2023.

Old Business

Power washing equipment: The power washer is bought and paid for and will be available soon.

HOA Vote Now: Mike strongly recommended that we use “HOA Vote Now” in the future because the December 2022 election was the smoothest and most inexpensive election that we have ever done.

New Business

Riding Bikes on Sidewalks: Mike has received complaints about people riding bikes on the sidewalks and hitting or nearly hitting walkers.  Please ride your bikes on the street and not on the sidewalk. Keep our resident’s safety in mind.

Parking on Dusenburg and LaSalle Roads: Do not park illegally on Dusenburg or LaSalle Roads. Do not block roads or driveways. These are county roads and sidewalks.

Trash receptacles: Trash receptacles must be concealed or in your garage. Alan and the inspection committee will be going out.

Good and Welfare: The meeting went into Good and Welfare at 8:14pm

Adjournment: The meeting was adjourned at 8:15 pm with a motion from Rick Mancini and seconded by Don Daugherty.
