Regular Meeting Minutes
Tuesday, June 13, 2023
President Mike Montemurno called to order the regular meeting and on ZOOM of the Delray Villas Plat 4/5 HOA Board of Directors on Tuesday, June 13, 2023, at 7:43 PM in the “B“ Building with the Pledge of Allegiance and a moment of silence for our departed family, friends, neighbors, and service members.
Attendance
The following Directors were present: Mike Montemurno, Bill Yesowitch, Sheila Lane, Dianne Stevens, Russ Mayer, Debbie Willson, Alan Rossman, Rick Mancini, Don Daugherty, Ruth Mirailh, and Hope Greenblatt.
Secretary’s Report
Dianne Stevens read the minutes of the May 9, 2023, meeting. The minutes were accepted as read from a motion by Sheila Lane and seconded by Ruth Mirailh. All directors were in favor.
Treasurer’s Report
Sheila Lane reported there are nine (9) homes past due. Two (2) are with the attorney because they were more than six months overdue. The treasurer’s report was accepted from a motion by Rick Mancini and seconded by Don Daugherty. All directors were in favor.
COMMITEE REPORTS
Alliance: Rick Mancini reported that the meeting this month was the season-end breakfast at the Glen Oaks Country Club. The next few meetings will be on Zoom. All meetings are open to the public. Delray Medical Center sponsored the breakfast. The Alliance has kept everyone up to date on the Agricultural Reserve and the Delray Beach Golf Course. The Big Apple is looking at three plans: a storage facility, a fast-food restaurant, and a car wash. All have been accepted.
Interviews & 55+: Bill Yesowitch reported that last month there was one interview which was approved. There are two pending; one is a rental and the other is an owner with an oversized dog. We are waiting for more information on the dog because what was given to us was insufficient.
Architectural: Alan Rossman reported that seven applications were reviewed. Six were approved. One was not.
Inspections: Ruth Mirailh reported homes will be inspected within the next two weeks.
Maintenance, Lakes, & Ponds: Lawn crews are not there to do what you want them to do. Do not interrupt the crew. We have put in the Plat Chat when they come and what they do. Call Russ or Todd for your issues.
The Lake is up. The power washing is being done on the interior and then the exterior.
Lollipops and Carriage Lights: Rick Mancini reported that there were 11 lollipop lights out. Letters are going out. Rick will be happy to help. Please contact him.
Roads and FPL Lights: Rick Mancini reported that the roads are great and there are no FPL open tickets.
Rec Board: Pat Lazaroff reported that the next Rec Board meeting is Wednesday, June 21, 2023, at 7:00pm in the “B” Building Viking Room. Tickets are now on sale for the July 4th pool party.
That’s What Friends Are For: Noel Gordon reported that there are 18 block captains. He also reported that an email was sent out to all homeowners with information regarding what they would be responsible for and what we will do and not do if and when a hurricane should occur.
Citizens on Patrol: No report.
Website, 590, and 591: Alan Shwartz reported that 590 was going off line occasionally. There was a computer issue which has been fixed. Every once in a while, there is a blimp with 590 going offline but he reported he is able to get it back on track from his home. Don Daugherty reported the website is running fine. There were 18 people on Zoom that night.
Plat Chat: Hope Greenblatt reported that the Plat Chat will be coming out in September. She said that they need volunteer help with typing and Publisher.
Distribution: Harvey Lazaroff reported that everything is good.
We Care: Paul Mirsky reported that they received an ice machine.
Welcoming Committee: Pat reported that they visited all but 4 on the list of new homeowners.
OLD BUSINESS
Mediation: Mediation for the dog case will be held on Thursday June 15, 2023. Bill Yesowitch and Mike Montemurno with our attorneys will be attending this mediation. Bill Yesowitch asked for a motion from the board that: The Board give Mike and Bill authorization to execute any documents if an agreement is reached.
Motion: A motion was made by Sheila Lane and seconded by Don Daugherty to accept the request for the Board to give authorization to Mike and Bill to execute documents if an agreement is made. All were in favor.
Diamond Event: The Diamond Event will be on Wednesday, June 14, 2023, in the Viking Room. Everyone is welcome who is celebrating 80 years this year.
NEW BUSINESS
Metal Roofs: Mike Montemurno reported that the Board had met earlier and the Board has decided to allow metal roofs in the community. Shingle type only. Both sides must agree to have it done if you live in a villa. ACC approval is necessary before any work is done.
Deck Boxes: The Board also decided to allow deck boxes only on the backs of houses against the house or on screened porches. ACC approval is necessary. The dimensions of the box must be on the application.
Presentation: Sam Fleishman made a presentation on the State of Florida’s offer to reimburse up to $10,000 for roofs and hurricane windows, shutters, and doors now for our community’s type of homes (townhouses) beginning July 1st of this year. Inspection is needed first, then apply to the state. You must also pay up front for the work before you apply for the rebate from the State.
Good and Welfare: Good and welfare began at 8:25pm
Announcement: No meeting in July and August. The Board will meet only on an emergency basis.
Adjournment: The meeting was adjourned at 8:28 pm with a motion from Debbie Willson and seconded by Alan Rossman.
