Regular Meeting Minutes
Tuesday, March 12, 2024
President Mike Montemurno called to order the meeting and on ZOOM of the Delray Villas Plat 4/5 HOA Board of Directors on Tuesday, March 12, 2024, at 7:35 PM in the “B“ Building with the Pledge of Allegiance and a moment of silence for our departed family, friends, neighbors, and service members.
Attendance
The following Directors were present: Mike Montemurno, Bill Yesowitch, Dianne Stevens, Sheila Lane, Alan Rossman, Rick Mancini, Ruth Mirailh, Hope Greenblatt, Betty Hillier, and Nancy Grasso.
Secretary’s Report
Secretary Dianne Stevens read the minutes of the February 13, 2024, meeting. The minutes were accepted as amended from a motion by Sheila Lane and seconded by Alan Rossman. All directors were in favor.
Treasurer’s Report
Sheila Lane reported there were six payments past due, 1 – 6 months past due, and 2 partial payments. The treasurer’s report was accepted from a motion by Rick Mancini and seconded by Ruth Mirailh. All directors were in favor.
Committee Reports
Alliance: Alan Rossman reported that the Alliance met at Morikami Park. Palm Beach Sheriff’s office says crime is down. There have been a lot of car crashes on 441 recently. Car thefts are up with Hondas. The busiest rescue station in Palm Beach County is in West Delray.
Interviews: Bill Yesowitch reported that there were four interviews: three purchases, one was an inheritance. All were approved. Bill reported that he has filed our annual report with the Secretary of State.
Architectural: Alan Rossman reported that 30 applications were reviewed. All were approved.
Inspections: Ruth Mirailh reported that 3/4 of the residences have been inspected or re-inspected. There are some who have been inspected but when reinspected have not done the work. Letters are going out soon.
Maintenance, Lakes, & Ponds: Mike reported that the breaker and panel on the irrigation pump were fixed at a cost of $925.00.
Roads and FPL Lights: Rick Mancini reported that the roads are good. Presently there are 2 FPL lights that have open tickets.
Lollipops and Carriage Lights: Rick Mancini reported that there were 8 lollipops/carriage lights out. Letters will be coming out soon.
Rec Board: Pat Lazaroff reported the next Rec Board meeting is on Wednesday, March 20, 2024, at 7:00pm in the Viking Room. The Rec Board will be looking at their documents that were emailed to us. Tai Chi Quan will have two 15-person classes; one, on Monday and Wednesday and the other on Tuesday and Thursday. Both will meet at 10:00am. Lynne Cohen reported that there will be a Mother’s Day Luncheon and Fashion Show on Friday, May 10th from 1-4pm. Clothing by Patchington. They have models and have also hired a caterer. Camille reported that next week they will start the committees to look at 3 comparable bids for electrical contractors, pool maintenance, and landscaping.
That’s What Friends Are For: Noel Gordon reported that the block captains will be patrolling their respective areas for parked cars and for impeded traffic on Saturday, April 20, 2024, for the Garage Sale in the community.
Citizens on Patrol: No report.
Website, 590, and 591: Alan Shwartz reported that everything is running okay. Our community channels 590 and 591 are no longer available. You can now access our community videos and meetings on our website. We will also have a YouTube account to access our video and meetings. Alan will fill us in at that time. There were 29 people at the Zoom that night.
Plat Chat: Hope Greenblatt reported that Plat Chat needs more articles for the April issue. They will be updating all birthdays and anniversaries. Please text her with your birthdays and anniversaries again, so she has everyone’s.
Distribution: Harvey Lazaroff reported that everything is fine.
We Care: Paul Mirsky reported that one wheelchair and 2 shower chairs were returned.
Welcoming Committee: Pat Lazaroff reported that her committee will be distributing the 5 welcome baskets to new homeowners in March.
Old Business
Landscaping: Mike Montemurno reported that he has gotten good feedback from residents on our new landscaping company. The Delray Landscaping Fertilizing Service schedule from February to December is available in Plat Chat.
Breezeline: Mike reported that Breezeline has completed the installation of the new boxes in the community. Some residents have opted out of the changeover. If those residents have any problems in the future with their equipment, we will not be able to do anything for you with Breezeline. The new channel lineup will be in the April Plat Chat. Camille reported that we will have a video made up on how to use the remote and how to get MAX on your televisions.
Garage/Driveway Sale: Delray Villas Plat 4/5 will hold a garage/driveway sale on Saturday, April 20, 2024, from 9:00am to 3:00pm. This sale will be held in each resident’s driveway if you wish to participate. We are using any free advertising available. Noel Gordon will be handling block captains for parking and keeping streets clear for emergency vehicles. Alan Kaplan will be doing signs.
April 6th Meet Your Neighbor Party: The HOA board of directors will be hosting a Meet and Mingle Party for Plat 4/5 residents on Saturday, April 6, 2024, in “A” Building from 7-11pm. Contact Dianne Stevens if you are attending.
New Business
Landscaping: The landscapers will be installing 4-foot shrubs around the pump station. The Board will discuss with various landscapers about having tree trimming done in the common areas.
Alligator Alert: He reported that an alligator was seen in the lake. We called Alligator Matt to look into it.
Board’s Attention to Residents: Mike spoke reminding the community that the Board of Directors work hard for our community. Emails are read and phone calls are acted upon.
Election year 2024: Mike asked the community to not make this presidential election year a personal matter for our community. He reminded us that 4 years ago that time of year unfortunately ripped this community apart.
Viking Room: Mike apologized to the community regarding the concealed microphone in the Viking Room and that this matter is being handled through our attorney with the Rec Board.
Architect: Mike reported that he has contacted an architect to design new entrance signs for the community.
