Regular Meeting Minutes
Tuesday, May 14, 2024
President Mike Montemurno called to order the meeting and on ZOOM of the Delray Villas Plat 4/5 HOA Board of Directors on Tuesday, May 14, 2024, at 7:30 PM in the “B“ Building with the Pledge of Allegiance and a moment of silence for our departed family, friends, neighbors, and service members.
Attendance
The following Directors were present: Mike Montemurno, Bill Yesowitch, Sheila Lane, Dianne Stevens, Alan Rossman, Rick Mancini, Ruth Mirailh, Betty Hillier, and Nancy Grasso. Hope Greenblatt was excused.
Secretary’s Report
Secretary Dianne Stevens read the minutes of the April 9, 2024, meeting. The minutes were accepted from a motion by Rick Mancini and seconded by Ruth Mirailh. All directors were in favor.
Treasurer’s Report
Shiela Lane read the treasurer’s report. She stated that there are thirteen homeowners with past due payments and two are 6 months past due. They are with the attorney. We have a small deficit of $15,000. The treasurer’s report was accepted from a motion by Ruth Mirailh and seconded by Bill Yesowitch. All directors were in favor.
Committee Reports
Alliance: Alan Rossman reported that the Palm Beach Sheriff’s office says be very careful with your credit cards as there has been an influx of online scams. The Fire Departments are getting ready for hurricanes. Senator Berman was very excited to announce that they are renaming A1A, Jimmy Buffet Highway. Rick Mancini reported that the budget was passed for 117 billion dollars. Also, there is going to be a water filtration facility, which will be built near Green K at Flavor Pict and Jog Road. It will be completed by 2025. It will have a park and will be open to the public to educate children.
Interviews: Bill Yesowitch reported that there were four interviews completed that were pending from last month. There were three additional interviews completed: one sale, one rental, and one inheritance. Bill also reported regarding the microphone that we did hear back from the Rec Association with a nebulous response. There was nothing in writing so we sent them an email basically saying these are our expectation and we expect to hear from you within the month
Architectural: Alan Rossman reported that 34 applications were reviewed. Thirty-two were approved and two were rejected. He thanked Camille Montemurno for updating the pink sheets.
Inspections: Ruth Mirailh reported we have started the re-inspections. Quite a few residents were also granted additional time to complete the work on their homes.
Maintenance, Lakes, & Ponds: Mike reported that we are in good shape. The water levels are down due to the district taking water out of our canals. This means our irrigation slows down because that’s where we get our irrigation water. Therefore, we are not watering as much. We can’t go too far down or we will start sucking up dirt into the pumps and then we would have a bigger problem.
Roads and FPL Lights: Rick Mancini reported that the roads are good. Two FPL lights were repaired. One is still out on Dusenburg Road. He is working to get it fixed.
Lollipops and Carriage Lights: Rick Mancini reported that there are 9 lollipops/carriage lights that need attention in the community. Call if you need help.
Rec Board: Pat Lazaroff reported the next Rec Board meeting is on Wednesday, May 15, 2024, at 7:00pm in the Viking Room. They will be discussing the ballots and other things. Lynn Cohen reported that the Patchington fashion show was a huge success with 72 women in attendance and 9 male volunteers. Camille Montemurno reported that the community needs to get their ballots in, however, the Rec Board will be asking for an extension.
That’s What Friends Are For: Noel Gordon reported that everything is good. He thanked the block captains for patrolling their respective areas for parked cars and impeded traffic on Saturday, April 20, 2024, for the Garage Sale in the community.
Citizens on Patrol: Mike reported they can use some volunteers.
Website: Alan Shwartz reported that everything is running good so far. Alan will speak with Tom about putting the three pages for the paint chips, Breezeline, etc. on the website. There were 24 people on Zoom that night.
Plat Chat: Dianne Stevens reported for Hope Greenblatt that there will be only one issue for the summer. They are working on the June, July, & August issue. Plat Chat needs articles on hurricane preparedness, Father’s Day, 4th of July, Alzheimer’s Awareness and any other newsworthy items for this issue.
Distribution: Harvey Lazaroff reported that everything is fine. Mike recognized Harvey for being quilted by the United States Marine Corps. A Quilt of Valor is a quality, handmade quilt that is awarded to a service member or veteran who has been touched by war. The Quilt says unequivocally, “Thank you for your service and sacrifice in serving our nation.”
We Care: Paul Mirsky reported that one shower chair was returned. Rick Mancini reported that because so many people have donated equipment, our room is packed right now. We have plenty of equipment
Welcoming Committee: Pat Lazaroff reported that her committee could not find 6315 Overland Drive. Bill corrected the address. It should be 6357 Overland Drive.
Old Business
Car Parking: Mike reported that the parking issues have been resolved.
Landscaping: Mike reported that we are having some problems with landscaping. Todd took the landscapers around and showed them the problem areas. One issue was the blowing off things towards the lanais and the screened porches rather than away from them. The second issue was how they are doing the trimming. Finally, Mike reported that we are holding off on trimming the hedges. They are coming back.
Breezeline: Mike reported that the Breezeline tutorial seminar was a success. He thanked Alan Shwartz for videoing the seminar and getting it out to the membership. We are still working on getting one larger remote per household.
Garage Sale: Mike Montemurno reported that the garage sale was a great success. Dianne Stevens thanked Betty Hillier, Sam Fleishman, Noel Gordon, block captains, Alan Kaplan, and Lloyd Lukens for their help in making the garage sale such a successful community event.
Rec Board Document Review: Mike Montemurno reviewed with the membership present the status of the Rec Board documents. He said our board went through these doc’s word for word, analyzed it, tore it apart, regarding what was best for Plat 4/5. They were presented at the March meeting of the Rec Board.
New Business
Website Committee: Mike reported that we are organizing a website committee. We are looking for volunteers to work with our IT guy to make our website more user friendly. If you are interested speak to Betty Hillier.
Holiday Party: Mike reported that every year we have a holiday party for our board of directors. This year the board has unanimously decided to forgo our party. Instead, we will be holding a Holiday Party in the “A” Building for all the Plat 4/5 residents.
Good and Welfare: Good and Welfare issues were a resident’s sprinkler system and speed limit on Dusenburg Road.
