Regular Meeting Minutes
Tuesday, November 12, 2024

President Mike Montemurno called to order the meeting and on ZOOM of the Delray Villas Plat 4/5 HOA Board of Directors on Tuesday, November 12, 2024, at 7:37 PM in the “B“ Building with the Pledge of Allegiance and a moment of silence for our departed family, friends, neighbors, and service members.

Attendance
The following Directors were present: Mike Montemurno, Bill Yesowitch, Dianne Stevens, Alan Rossman, Rick Mancini, Hope Greenblatt, Ruth Mirailh, Betty Hillier, and Nancy Grasso. Sheila Lane was excused.

Secretary’s Report
Secretary Dianne Stevens read the minutes of the October 8, 2024, HOA regular business meeting. The minutes were accepted from a motion by Rick Mancini and seconded by Ruth Mirailh. All directors were in favor.

Treasurer’s Report
Bill Yesowitch read the treasurer’s report for November. There are twenty-one owners who have not paid HOA dues this quarter. Three owners are 3 or 6 months behind. Those have been referred to the attorney. We have finished up through October 24th with a budget surplus of $70,000. The Treasurer’s report was  accepted from a motion by Ruth Mirailh and seconded by Dianne Stevens.

Committee Reports

Alliance:  Alan Rossman reported that PBSD reported that crime is down 57 percent. Auto break-ins and stolen cars are down 45 and 49 percent in our area. Car accidents are down 15 percent from last year. Reminder everyone to not leave firearms, laptops, etc. in your car. Don’t leave anything in your car. Palm Beach County Fire Department reported that we are the busiest house in the district. Senator Lori Berman reported that 85 percent of people in the county voted. Joe Abruzzo from the clerk’s office reported that they are not replacing people in the office with AI. Next month’s meeting is going to be an insurance meeting if you would like to go.

Interviews: Bill Yesowitch reported that there were three interviews, one sale and one rental completed last week. All three were approved. Bill noticed while being a poll worker that there are people who are young with Delray Villas addresses, who have not been interviewed or have not had a background check, who may be living with elderly parents. We are required by HUD to keep an inventory of everyone who lives here. If they come through, we would not be in compliance and we would be penalized. Please contact Bill or Alan to take care of this issue immediately.             

Architectural: Alan Rossman reported that 10 applications were reviewed. All were accepted.

Inspections: Ruth Mirailh reported they will be doing new inspections in the beginning of next year.

Maintenance, Lakes, & Ponds: Mike reported that the lakes and ponds are okay. The irrigation pump was fixed. We cut back on watering as the grass is growing.

Roads and FPL Lights: Rick Mancini reported that the roads are good. Two FPL lights were newly reported and he is following up on the other two previously reported out.

Lollipops and Carriage Lights: Rick Mancini reported that there are 11 lollipops/carriage lights that need attention in the community. He has parts for them. Call him if you need help.

 Rec Board: Pat Lazaroff reported the Diamond/Veterans Luncheon was held yesterday with disappointing low attendance. The Health Fair is this Thursday from 10am to 12pm. The next Rec Board meeting is next Wednesday the 20th. We are selling tickets for New Year’s Eve, please come. Camille reported that there have been issues with a pool leak. A test was done and it was fixed.

 That’s What Friends are for:  No report

Citizens on Patrol:  Lloyd Lukens reported with the shopping days ahead he advised that if going shopping go with a friend, go during the day, leave your debit cards home, and take just one credit card with you. Be careful with your packages as there are always people in these shopping centers who are watching.

 Website: Betty Hillier asked for everyone who attended our Plat 4/5 Party Saturday night to email her pictures to go on the website. Alan Shwartz reported 30 people were on zoom that night.

Plat Chat: Hope Greenblatt reported that Plat Chat will have bios and pictures of the candidates running this year for our HOA and Rec Boards. We are always looking for meaningful articles for the December issue.

Distribution: Harvey Lazaroff reported that everything is going well.

We Care: Rick Mancini reported that We Care has been relatively quiet. We Care is in good shape.

Welcoming Committee: Pat Lazaroff reported that they are in need for more supplies.

 Old Business

Plat 4/5 Party: Mike reported that the party will be a fabulous event. We have 195 residents attending.

 New Signs Update:  Mike reported last month that we are taking $100,000 out of the reserve account. We will be putting back into the Reserve account $20,000 a year for the next 5 years. We are not raising the HOA dues because of the new signs. We have been subsidizing our treasury for the past few years without raising the HOA dues. Even if we decided to not do the signage, we are still raising the HOA dues.

New Business

 Vote Now:  Mike reported we will be voting electronically again this year. You will be emailed the link. Go to the link and follow the instructions as to what to do. If you do not want to do the voting online and you want to vote by paper ballot, we will be sending out a mailing with pictures and bios of the candidates and a ballot to mail in.

Elections: Mike reported that we have six people running for four positions open on the Board of Directors and we have three people running for two positions open on the Rec Board as representatives from Plat 4/5.

Bill Yesowitch told the members present that he will be leaving the Board as of January 1, 2025, due to the medical issues that he and his wife have faced.

Candidates:  After choosing numbers for presentation purposes, all six HOA candidates introduced themselves and read their bios. The Rec Board candidates did the same.

 Good and Welfare: Mike thanked Sam Fleischman for taking the time in his day to help our elderly residents by keeping an eye on them, doing errands for them, etc. He was also there to drive a sudden widow around to take care of her husband’s funeral arrangements. Duly noted was that the Facebook posts about the past elections were uncalled for and should please cease. Bill thanked everyone for the pleasure of serving 6 years on the HOA Board of Directors

Adjournment: The meeting was adjourned at 8:37pm with a motion from Nancy Grasso and seconded by Betty Hillier.
