Regular Meeting Minutes
Tuesday, October 8, 2024

President Mike Montemurno called to order the meeting and on ZOOM of the Delray Villas Plat 4/5 HOA Board of Directors on Tuesday, October 8, 2024, at 7:30 PM in the “B“ Building with the Pledge of Allegiance and a moment of silence for our departed family, friends, neighbors, and service members.

Attendance

The following Directors were present: Mike Montemurno, Bill Yesowitch, Dianne Stevens, Sheila Lane,       Alan Rossman, Rick Mancini, Hope Greenblatt, Betty Hillier, and Nancy Grasso. Ruth Mirailh was excused.

 Secretary’s Report

Secretary Dianne Stevens read the minutes of the September 10, 2024, HOA regular business meeting. The minutes were accepted from a motion by Sheila Lane and seconded by Nancy Grasso. All directors were in favor.

 Treasurer’s Report

Sheila Lane read the treasurer’s reports for October. There are six people who have not paid HOA dues from last quarter. Nothing for this quarter yet because it is too early in the month to report. The Treasurer’s report was accepted from a motion by Bill Yesowitch and seconded by Alan Rossman.

Committee Reports

Alliance:  Alan Rossman reported that PBSD reminded everyone to not leave firearms, laptops, etc. in your car. Don’t leave anything in your car. They reported that scamming is happening around the malls. A man and woman are working together. She distracts you while he goes into your handbag or car. PBSD is sending out extra patrols over the Jewish holidays to the temples and synagogues. Rick Mancini reported that PBSD has an app. You can report an incident on the app. At the December Alliance meeting there is going to be an insurance panel.  You may want to attend. If you contact adjusters.com, they will give you one free visit to your home before any things happens to your home during a hurricane. They will take before pictures so you have documentation of what your home looks like before something happens.

Interviews: Bill Yesowitch reported that there were three interviews completed last week. All were approved.

 Architectural: Alan Rossman reported that 7 applications were reviewed. All were accepted.

Inspections:  Betty Hillier reported that she will talk to Ruth Mirailh to find out when the inspection team will be going out again.

Maintenance, Lakes, & Ponds: Mike reported that one irrigation pump was hit by lightning. It fried the board. So, we had to order a new board for a cost of $1000. Mike said he called PBC to ask if they were going to drain the canals and lakes. They said no, they are not draining any of the canals and lakes. However, our system drains them automatically when they reach a certain level.

Roads and FPL Lights: Rick Mancini reported that the roads are good. One FPL light was reported out.

Lollipops and Carriage Lights: Rick Mancini reported that there are 17 lollipops/carriage lights that need attention in the community. He has parts for them. Call him if you need help.

 Rec Board: Pat Lazaroff reported the next Rec Board meeting is on Wednesday, October 16, 2024, at 7:00pm in the Viking Room. There are food drive boxes in the “B” Building. The Diamond Party luncheon is on November 11, 2024, for residents over 80 years old and veterans. Halloween event is Saturday. October 26,2024.  Beginning in January 2025, the Rec Board Meeting will be held on the first Tuesday of each month. This coming January 7, 2025, will be the first meeting of the change.

That’s What Friends are for:  Noel reported during Helene no one needed assistance. And, with Milton, we dodged a bullet.

Citizens on Patrol:  No report

 Website: Betty Hillier reported that she and Alan have added to the website the Pet registration for updating rabies vaccines . You can go online to pull up the application, fill it out, drop it off, with a copy of the new rabies certificate at Dianne Stevens’ house, 6313 Dusenburg Road. Dianne reported that most pets need their rabies updated either every one year or every three years. She sends a letter out to remind you that your pet is due for this shot.

Plat Chat: Hope Greenblatt reported they need articles for the November edition. We need any interesting articles.

Distribution: Harvey Lazaroff reported that everything is going well.

We Care: Rick Mancini reported that We Care has been relatively quiet. We Care is in good shape. If anyone needs anything, reach out to us. They have medical equipment such as wheelchairs, walkers, etc. Thank Yous were given.           

Welcoming Committee: Pat Lazaroff reported that they have one to go.

 Old Business

 New Signs:  Mike reported that we are taking $100,000 out of the reserve account. We will be putting back into the Reserve account $20,000 a year for the next 5 years.

Elections:  Mike reported that there are 4 seats on the HOA Board open and 2 seats on the Rec Board open.

If you are going to run for a position on either the Rec Board or the 4/5 Board you must let Dianne Stevens know before the next meeting.  At the next meeting, you will read a short resume telling them why they should vote for you. 

New Business

 New HOA Laws:  Mike reported that the Board met with the attorney that night about the new HOA laws.

Most of them do not apply to us. Most changes had to do with how fines are issued and how much time a person has to pay the fines. We pretty much follow already what the changes are.

 Plat 4/5 Party:  Mike reported that we are having a Plat 4/5 Party for our community on Saturday, November 16, 2024, in “A” Building from 6-10pm. We are having the event catered and there will be a DJ for the night. This event will be in place of the Board’s annual holiday party.

New Budget 2025: Mike reported that the total budget for 2025 will be one million, six hundred and forty-seven thousand, nine hundred and eighty-four dollars ($1,647,984.00). So, there will be an HOA increase of $32.00 per month beginning in January 2025. The quarterly payment will go from $714 per quarter to $810 per quarter. There will be no Rec Board increase for next year. 

“A Motion” was made by Rick Mancini and seconded by Alan Rossman.  Motion: To accept the Plat 4/5 HOA Budget for 2025 of $1,647,984.00. All Board Members approved the motion.

 Good and Welfare: The Good and Welfare issues discussed were 1. SCAM mail for home repairs saying that the organization is in partnership with PBC. This is not true. 2. Landscaping: yes, going back to weekly landscaping in the summer like he is doing now. 3. Maintenance: work in the community is allowed to begin at 8:00am.

Adjournment: The meeting was adjourned at 8:10pm with a motion from Bill Yesowitch and seconded by Dianne Stevens
